Francis Joseph Hogan was an early businessman, and was a member of the very first town council in The Pas in 1912. As councillor, he signed many early town bylaws, including the bylaw that granted The Pas town status. In addition, Hogan was The Pas’ first game warden, serving Northern Manitoba from 1911 to 1926.
