Frederick J.G. Fischer was born in Quebec in 1859, to an English father and a French mother. He was trilingual, speaking French, English, and Cree. He arrived in The Pas in 1905 as the new Indian Agent. He worked with the Department of Indigenous and Northern Affairs from 1879 to 1912.
